স্থানীয়সরকার, পল্লীউন্নয়ন ও সমবায় মন্ত্রণালয় স্থানীয় সরকার বিভাগের অধীন স্থানীয় সরকার প্রকৌশল অধিদপ্তর(এলজিইডি) এর আওতায় প্রতিটি উপজেলায় একটি করে উপজেলা প্রকৌশলীর দপ্তর রয়েছে। তবে উপজেলা পরিষদ আইন কার্যকর হবার পর উপজেলা প্রকৌশলীর দপ্তরকে উপজেলা পরিষদ এর অধীনস্ত করা হয়েছে ।

কার্যক্রম:
· পল্লীঅঞ্চলে অবকাঠামো উন্নয়নের লক্ষ্যে পরিকল্পনা প্রণয়ন, বাস্তবায়ন ও পরিবীক্ষণ;
· পল্লী অবকাঠামো রক্ষণাবেক্ষণ;
· গ্রোথসেন্টার/হাটবাজার উন্নয়নে পরিকল্পনা প্রণয়ন, বাস্তবায়ন ও পরিবীক্ষণ;
· ইউনিয়ন, উপজেলা পরিষদ ও পৌরসভাকে কারিগরী সহায়তা প্রদান;
· ইউনিয়ন, উপজেলা ও পৌরসভা প্লানবুক, ম্যাপিং ও সড়ক এবং সামাজিক অবকাঠামোর ডাটাবেজ প্রস্তুতকরণ;
· ক্ষুদ্রাকার পানিসম্পদ উন্নয়ন পরিকল্পনা, বাস্তবায়ন ও পরিবীক্ষণ;
· বিভিন্ন মন্ত্রণালয়ের অবকাঠামো উন্নয়ন কর্মসূচি বাস্তবায়ন ও পরিবীক্ষণ;
জনপ্রতিনিধি, উপকারভোগী, ঠিকাদার, চুক্তিবদ্ধ শ্রমিক দলসমূহের সংশ্লিষ্ট উন্নয়ন কর্মকাণ্ডে নিয়োজিত করন ও প্রশিক্ষণ;

The local government, rural development and cooperative ministries have an upazila engineer's office in each upazila under the Local Government Department of Local Government Engineering (LGED). However, after the implementation of the Upazila Parishad Act, the office of the Upazila Engineer has been subordinated to the Upazila Parishad.

Activities:
• Planning, implementation and monitoring of rural areas for infrastructure development;
• Maintenance of rural infrastructure;
• Developing, implementing and monitoring plans for development of growth centers / hats;
• Provide technical assistance to unions, upazila parishad and municipalities;
• Prepare union, upazila and municipal planbooks, mapping and road and database of social infrastructure;
• Planning, implementing and monitoring the development of small scale water resources;
• Implement and monitor the infrastructure development programs of various ministries;
Engage and train the public representatives, beneficiaries, contractors, contractual labor parties in their respective development activities;
